  Freedom of expression is the cornerstone of a democratic system. This event seeks to highlight and share some of the main challenges being debated in the region today in order to achieve the full exercise of this right, both in the traditional media system and on the Internet . The panel will have the participation of national leaders, experts and representatives of Latin American civil society with the aim of exchanging experiences and reflections on the subject, as well as recommendations and proposals for the full exercise of the right to freedom of expression in America.   When freedom of expression and media freedom are stifled, all of our freedoms are at risk. Freedom of expression, the free flow of information and press freedom are therefore preconditions for the realization of the Sustainable Development Goals of Agenda 2030: without them, we cannot eliminate poverty and hunger, preserve biodiversity and promote sustainable development, or build transparent institutions. They are indispensable in the fight for the rights of minorities and marginalized people, to combat all kinds of discrimination , to build diverse and inclusive civic spaces , and to uphold resilient democracies.

Honoring Guillermo Cano Isaza, a colombian journalist assassinated in front of his Newspaper Office "EL TELESPECTATOR" in 1986.

This Prize is named in honour of #GuillermoCano Isaza, a Colombian #journalist assassinated in front of the offices of his newspaper  @elespectador on 17 December 1986. His work and commitment to journalism made him a symbol of freedom of Expression. On December 17, 1986 as Guillermo Cano Isaza was leaving the offices from El Espectador in his Subaru Leone one of two hitmen on a motorcycle across the street at a stoplight opened fire at Cano with a Uzi shooting Cano 4 times in the chest, causing him to lose control of the car and crash into a light pole. The hitmen quickly fled the scene he was taken to a Hospital where he died shortly before 7 pm. It was assumed that the attack was in response to a campaign Cano had launched in the paper years earlier to denounce the influence of drug traffickers in the country's politics.  Everyone has the right to hold their own opinions without interference and to seek, receive and impart information of all kinds through any media and regardless of frontiers. The right to freedom of opinion and expression is established under article 19 of the International Covenant on Civil and Political Rights (ICCPR) , under the same broad terms as article 19 of the Universal Declaration ofHuman Rights .

 A free and uncensored press is essential to ensure freedom of opinion and expression. States should never penalize media outlets, publishers or journalists for reporting or disseminating critical views and dissenting opinions. States should also put in place laws that protect the diversity and plurality of the media, such as laws that prevent undue dominance by privately controlled media groups.
